Chairperson
Ms Dorothy Donovan , LL.B., LL.M., B.L., is a graduate of Trinity College Dublin and the Honourable Society of King Inns. Dorothy is a practising barrister dealing with commercial landlord and tenant cases. Former vice chair of the Employment Appeals Tribunal and a former council member of CORU (the Health & Social Care Professional Council) where she was involved in preparing the Codes of Practice and setting up regulatory standards.
Ordinary Members
Ms Orla Coyne is a qualified solicitor for over 30 years. She has previously served as a Council/Committee member and Committee Chairperson in both the Law Society and the Dublin Solicitor’s Bar Association (DSBA), including having held the position of past President of the DSBA. She was appointed to the Board of the Private Residential Tenancies Board from 2005-2013 and served as Chairperson of the PRTB from 2009-2013 and remained on as a Tribunal member from 2013 to 2016. She was previously appointed to the Rent Tribunal (as member and Chairperson) and more recently to the Valuation Tribunal from 2015 to date. She is currently a member of the Property Services Appeal Board since 2022. She is a graduate of UCD and holds a post graduate Diploma in Arbitration and European Law.
Ms Fiona McLafferty is a Solicitor and Accredited Mediator. She has worked as a Solicitor in the public sector and the private sector. Fiona is a former full-time Tax Appeal Commissioner. She is currently a member of the Valuation Tribunal and the Private Security Appeal Board.
Dr Shane McCarthy An accomplished Solicitor, Chairman and Board member who has led complex, high profile organisations with significant experience in consumer protection, regulation, governance, change management and audit and risk management in various sectors.
Since merging his practice in 2016 with Fitzgerald Legal & Advisory LLP, Shane has practiced as a consultant solicitor continuing to provide strategic advice on complex, niche areas of law.Shane has an MA in Criminology and been awarded a PhD in Law, for his research on the manner in which the Irish Parole Board balances the issues of Justice and Risk in their decision-making processes. Shane is a published co-author of “Probation and Parole in Ireland: Law and Practice” winner of the Law book of the Year at the Irish Law Awards 2022.
Dr Muiris Ó Céidigh is a solicitor and Notary Public and has a Doctorate in Governance from Queens University Belfast. He is a former Chair and Director at the Irish Council for Civil Liberties. His holds a BA (legal Science) and an LLB. Recently he was awarded, with distinction, an LLM from Leeds Beckett University. He also holds an MBA and in addition a MSc (Economics) from Trinity College Dublin. In addition, he has graduated with a first in an MA (Public Management) from the IPA and holds an MSc in Forensic Medicine from the University of Verona. He practiced as a commercial lawyer with A & L Goodbody for several years and is currently CEO of the National Milk Agency. He is a Director of the Irish Architectural Archive. He was nominated by the Minister for Defence to the General Assembly of the Irish Red Cross and elected a Director and served as Chair of its Audit and Risk Committee following appointment by the board of IRC. He was appointed as a Director of the Discovery Program by the Heritage Council. He has served as a director and as National Secretary of An Taisce – The National Trust for Ireland. He was a public interest member of the of the Medical Scientists Registration Board before becoming a Chair on the Education Review Panel of CORU. He is currently a Governor of Belfast Metropolitan College and has also served as Chair and a member of the Northern Ireland Assembly Commission’s Audit and Risk Committee. He is a Member of the Board of the Faculty of Pathology at the Royal College of Physicians of Ireland. He served for many years as a non-executive director of the Economic Research Institute of Northern Ireland appointed by UK government and was Chair of its Audit and Risk Committee (six years – having been reappointed by the board on 3 occasions.)
